Mr. Metoyer brings more than 25 years of experience across military and civilian construction projects, with program management oversight exceeding $1 billion in FEMA Public Assistance-eligible facility types. His background includes complex, multifaceted construction and renovation programs for federal agencies both domestically and abroad.
Mr. Cullen serves as President of BJMC Global. In this role, he oversees the company's federal and state program portfolio, client relationships, and strategic growth initiatives. His proactive approach to client service, coordination, accountability, and attention to detail has been instrumental to the company's growth and sustained client relationships. He has also led the development of internal compliance, operational, and technology systems that support scalable growth, accountability, and consistent execution across complex programs.
Mr. Cullen has led concurrent multi-state and global operations across disaster recovery, infrastructure, and federal technical assistance contracts involving large, complex, and time-sensitive programs. His experience includes supporting programs involving FEMA, DOE, NNSA, USACE, state agencies, and major federal prime contractors in fast-paced, high-demand environments requiring rapid mobilization, disciplined coordination, and reliable performance. He brings 15+ years of management and leadership experience spanning program management, contract execution, staffing operations, compliance systems, and technology solutions.
